Armenia as an Innovative Country: Presentation of the Safe YOU Application in the European Parliament

30 October, 2025

On September 30, a hearing was held in the European Parliament dedicated to the prevention of domestic violence, the promotion of innovative digital solutions of the Armenian Safe YOU application, and the strengthening of cooperation in the field of women’s protection and empowerment. The event was organized through the joint efforts of the Representation of Armenia to the EU and Member of the European Parliament Dainius Žalimas.

The participants of the event were greeted with a video message by EU Commissioner for Enlargement, Marta Kos, who highly praised the contribution of Safe YOU to the prevention of violence against women and to raising awareness about related issues.

In his opening remarks, Ambassador Tigran Balayan underlined that Armenia today presents itself as an innovative country, where women hold senior leadership positions — shaping policy, upholding justice, and driving reforms. Thus, Armenia is emerging not only as a nation with an ancient heritage, but also as one that boldly moves toward the future and helps shape it through innovation.

The opening remarks were also delivered by Member of the European Parliament and Vice-Chair of the Committee on Women’s Rights and Gender Equality, Dainius Žalimas; Head of the Brussels Office of the United Nations Population Fund, Birgit Van Hout; human rights experts; as well as the founder of the Safe YOU application, Mariam Torosyan, who presented the app’s launch and its availability in Europe, the Middle East, and other countries. She emphasized that Safe YOU has been recognized by the UN Secretary-General as a Digital Public Good.

The event was attended by Members of the European Parliament, representatives of the EU, the Council of Europe and UN bodies, diplomats, as well as members of leading NGOs and the academic community.

It was emphasized that this discussion represents a very important step, as domestic violence remains a serious challenge requiring effective prevention, protection, and response strategies. Presenting Armenia’s experience and innovative solutions like Safe YOU is significant for advancing joint efforts and fostering cooperation.
