Presentation of the Policy Paper “The European Dimension of Armenia’s Military and Security Transformation” in Brussels

On October 21, Ambassador Tigran Balayan delivered opening remarks at the presentation of the policy paper “The European Dimension of Armenia’s Military and Security Transformation” authored by Sergey Minasyan, Deputy Director of the Caucasus Institute and an expert at the Konrad Adenauer Foundation (KAS). The event was organized by KAS.

In his remarks, Ambassador Balayan highlighted the expanding defense and security dimension of the Armenia-EU partnership. In particular, he underscored the importance of the presence of the EU Mission in Armenia (EUMA) in contributing to border stability and strengthening the population’s sense of security. He also emphasized the role of assistance provided to Armenia under the European Peace Facility (EPF) in developing defense capabilities and strengthening resilience.

The Ambassador also referred to the granting of Autonomous Trade Measures (ATMs) to Armenia, noting that while not a security instrument in itself, they can contribute to creating favourable conditions for Armenian exports to the EU market, diversifying exports and strengthening economic resilience, thereby indirectly contributing to enhanced overall security.

The event brought together representatives from European Union institutions, civil society, research centres and media, as well as experts.

Arman Israelyan, Head of the Mission of Armenia to NATO, also participated in the event as a speaker.
