The Chairman of the State Revenue Committee (SRC), Eduard Hakobyan, participated in the global event of the World Customs Organization’s (WCO) Smart Customs Programme, held at the WCO Headquarters in Brussels. Delivering the keynote address at the opening session, he presented Armenia’s vision and initiatives for the technological transformation of customs administration.

During the opening session, SRC Chairman Eduard Hakobyan, as the keynote speaker, outlined Armenia’s vision for the digital transformation of tax and customs administration, the key components of the “Smart Border” Programme, as well as initiatives related to e-commerce management and the application of artificial intelligence and machine learning.

The SRC Chairman presented the key initiatives aimed at the technological transformation of Armenia’s customs administration, highlighting the use of artificial intelligence and machine learning for risk assessment, X-ray image analysis, anomaly detection, and enhancing the effectiveness of customs controls.

Particular attention was also given to the “Smart Border” Programme, which envisages the introduction of an integrated electronic platform for border crossing points, advance cargo information systems, and electronic queue management systems for trucks.

The SRC Chairman also emphasised the importance of a responsible approach to the use of artificial intelligence, including data protection and continuous monitoring. He expressed Armenia’s intention to use the WCO Artificial Intelligence and Machine Learning Readiness Self-Assessment Tool and share the findings with WCO Member Administrations, underlining the importance of international cooperation and the development of professional capacities.

The World Customs Organization’s (WCO) Smart Customs Programme is implemented with funding from the Customs Cooperation Fund of China (CCF-China).
